The Sanctuary Foster Care Services is a nonprofit, licensed Child Placing agency with the State of Texas who offers something different - uncommon care - to the foster children in the greater Houston area. We train, retain, and support our foster parents, so that they are fully equipped to offer healing to these vulnerable children and to not give up due to lack of support.

What we do: we stop the cycle of multiple placements (move after move after move) that so severely hurts the children in foster care - adding more trauma! - by providing 360 degree services through our four pillars of support:

  1. Therapy & In-Home Support: We have a fully staffed clinical department with licensed professional therapists specially trained in Trust-Based Relational Intervention (TBRI) who offer both in-office therapy as well as in-home support
  2. 24-Hour In-Person Crisis Intervention: We have a 24/7 hotline that is provided to all of our foster parents, which includes a TBRI crisis staff member who is prepared to arrive at the house within 30 minutes of a crisis call and stay as long as necessary. This is unheard of!
  3. Alternative Care: We train care providers who are certified to take care of our foster kids, so the foster parents can have much needed breaks and not give up caring for these kids
    • Respite Care Providers (a child can stay for up to 2 weeks)
    • Overnight Care Providers (up to 72 hours)
    • Babysitters (up to 8 hours)
  4. Community-Based Support: We utilize volunteers through local churches, businesses and the community that help meet the needs of our foster families - for example, hosting foster and adopt family events, providing meals, and meeting tangible, materials needs.

Along with being a foster care agency, we also now have a Post Adoption program that offers the same services but for a fee. Just because a child is adopted doesn't mean the family's need for support and healing miraculously stops. We've learned it's even more paramount that adoptive families continue to receive the wraparound care we provide. Since starting the Post Adoption program, we have had an ongoing waiting list due to funding. We now have a waiting list for the waiting list!

Water in the Desert
The Sanctuary opened its doors April 1, 2020, as COVID-19 shut down the world. This past year we celebrated our 5 year anniversary despite that crazy start. In those short five years, we have grown exponentially - evidence to us that what we are offering in our style of care is not only effective and working, but it is genuinely like water in the desert for foster families.

As of October 2025, we have:

  • Served over 400 children
  • Added 50 full-time staff
  • Added a second branch in Fort Bend (first branch is in Clear Lake by NASA)
  • Added the Post Adoption program
  • Celebrated our 100th adoption in June 2025 - we currently average an adoption every other week, starting in 2021

The phrase most well known second to our mission statement is this: "Not everyone can foster or adopt, but everyone can do something." That is our request to anyone and everyone who learns about us - find your something and let's give these kids the permanency and healing they deserve.
